Promise Zone Round 2 Applicant Geography and Goal Data
This dataset includes Promise Zone initiative round II applicant project data from 111 urban, rural, and tribal communities who consented to share their application information beyond application purposes. This data can be quickly filtered by geographical location or listed PZ goal to gain a better understanding of nationwide, community-initiated revitalization efforts.

This service provides spatial data for all U.S. Decennial Census tracts designated as Qualified Opportunity Zones (QOZs) for purposes of §§ 1400Z–1 and 1400Z–2 of the Internal Revenue Code (the Code). Revenue Procedure 2018–16, 2018–9 I.R.B. 383, provided guidance to State CEOs on the eligibility criteria and procedure for making these nominations. Section 1400Z–1(b)(1)(B) of the Code provides that after the Secretary receives notice of the nominations, the Secretary may certify the nominations and designate the nominated tracts as Zones. Section 1400Z–2 of the Code allows the temporary deferral of inclusion in gross income for certain realized gains to the extent that corresponding amounts are timely invested in a qualified opportunity fund. Investments in a qualified opportunity fund may also be eligible for additional tax benefits.

The Sustainable Communities Regional Planning (SCRP) Grant Program supports locally-led collaborative efforts that bring together diverse interests from the many municipalities in a region to determine how best to target housing, economic and workforce development, and infrastructure investments to create more jobs and regional economic activity. The Program places a priority on investing in partnerships, including nontraditional partnerships (e.g., arts and culture, recreation, public health, food systems, regional planning agencies and public education entities) that translate the six Livability Principles into strategies that direct long-term development and reinvestment, demonstrate a commitment to addressing issues of regional significance, use data to set and monitor progress toward performance goals, and engage stakeholders and residents in meaningful decision-making roles. The SCRP program is a key initiative of the Partnership for Sustainable Communities, in which HUD works with the U.S. Department of Transportation (DOT) and the U.S. Environmental Protection Agency (EPA) to coordinate and leverage programs and investments.
Sustainable Communities Regional Planning Grantees

This map layer displays the planning areas of the winners of the Sustainable Communities Regional Planning Grant competition for FY2010 and FY2011. Program applicants were required to designate their planning area according to a set of criteria given in the Notice of Funding Availability, which in most circumstances ensured that applicant geographies would be composed of counties, MSAs, or the planning areas of Metropolitan Planning Organizations. The majority of geographies in this file were assembled from county, MSA, and MPO shapefiles available on servers or publicly elsewhere. The remaining geographies used publicly available geospatial data such as municipal line files and tribal boundaries.

This dataset provides the locations and pertinent information for Section 108 Loan Guarantee Program grantee areas. Section 108 of the Housing and Community Development Act of 1974 provides for a loan guarantee component of the Community Development Block Grant (CDBG) Program. The Section 108 Loan Guarantee Program (Section 108) provides communities with a source of financing for economic development, housing rehabilitation, public facilities, and other physical development projects, including improvements to increase their resilience against natural disasters. The funds can be used by a designated public entity to undertake eligible projects, or, alternatively, can be loaned to a third party developer to undertake the projects. This flexibility makes it one of the most potent and important public investment tools that HUD offers to local governments.
