State Motor Fuel Tax Receipts (MF-201)
Annual adjusted net total State motor fuel tax receipts from the Highway Statistics Series table MF-210. The data source is Table MF-1. Increases in 2011 and 2012 were due in large part to a change in California's method of taxing fuel. 2014 saw various States increase motor fuel taxes (California, Connecticut, and Wyoming), and 2015 saw more fuel use.

Monthly Motor Fuel

On a monthly basis, each State is required to report to the Federal Highway Administration (FHWA), the amount of gallons taxed by that state. This data is analyzed and compiled by FHWA staff. The data on the amount of on-highway fuel use for each State is then used to attribute federal revenue to each State. Yearly, the FHWA, Office of Policy, provides data from the previous year's data for use in the attribution process. The previous year data is used to provide States added time to review, allowing them to verify that the data report is correct and ready to be used in attribution.

Taxation revenue is revenue received from the State’s taxpayers and includes payroll tax, land tax, duties levied principally on conveyances and land transfers, gambling taxes, insurance duty, fire services property levy, motor vehicle taxes and other taxes including congestion levy, metropolitan improvement levy and so on. The State’s taxation revenue is forecast by a process that involves application of DTF’s economic forecasts, where there is a relationship between taxation revenue and economic variables; and use of forward indicators, unpublished revenue data and qualitative information from liaison with relevant stakeholders. This enables an assessment of economic and other factors influencing the tax bases from which taxes are sourced e.g. for payroll tax, an assessment of the outlook for employment. Where necessary, adjustment factors are used to account for other trends or events not captured by the model, such as impact of economic shocks or policy stimulus.
