Vocational Rehabilitation Services is a component of the Veterans Affairs Rehabilitation Program. It provides vocational assistance services and benefits to eligible Veterans who have a health problem, and their families, to assist them in their re-establishment to civilian life. Vocational services and benefits include vocational assessments, employability skills, training, career exploration, job placement and follow-up support. The purpose of the audit was to provide assurance that financial controls were working as intended, to deliver results in accordance with related authorities. This is the first audit of Vocational Rehabilitation since its inception in 2006.
Jobs for Veterans State Grants (JVSG) Targets and Outcomes

The Veterans' Employment and Training Service (VETS) tracks three participant outcome measures for the JVSG program. Programmatic performance outcomes are collected from JVSG recipients through the Department of Labor’s Workforce Integrated Performance System. VETS shares JVSG outcomes with the public. These data show the national and state-level targets and outcomes for each of the three WIOA outcome measures by Program Year (PY), including breakouts by eligibility characteristics, gender, ethnicity, race, age, and significant barrier to employment category. The three outcome measures are: Employment Rate - 2nd Quarter After Exit - the percentage of participants who are in unsubsidized employment during the second quarter after exit from the program. Employment Rate - 4th Quarter After Exit - the percentage of participants who are in unsubsidized employment during the fourth quarter after exit from the program. Median Earnings - 2nd Quarter After Exit - the median earnings of participants who are in unsubsidized employment during the second quarter after exit from the program.
4212 – Federal Contractor Reporting of Veteran Employment

This dataset contains required veteran employment data by federal contractors/subcontractors, who are required to report annually the number of employees in their workforces who are veterans covered under VEVRAA. The U.S. Department of Labor's Veterans' Employment and Training Service (VETS) and Office of Federal Contractor Compliance Programs (OFCCP) have supported affirmative actions to employ and advance in employment of covered veterans since 2008. As legislatively mandated under 38 U.S. Code Section 4212, codified at 41 CFR 61-300, contractors and subcontractors who enter into, or modify a contract or subcontract with the federal government, and whose contract meets the criteria set forth in the above legislation / regulations, are required to report annually on their affirmative action efforts in employing veterans. Data reported through form VETS-4212 is used by OFCCP in compliance evaluations.

This Rehabilitation Services Evaluation was conducted in accordance with Veterans Affairs Canada's (VAC) approved Multi-year Risk Based Evaluation Plan 2013-2018. Established in 2006, the Canadian Forces Members and Veterans Re-establishment and Compensation Act (hereinafter referred to as the New Veterans Charter or NVC), shifts the Department's focus from one of disability to one of wellness and responds to Canada's commitment to injured Canadian Armed Forces (CAF) members and Veterans. As part of the NVC, the Rehabilitation Services and Vocational Assistance Program (hereinafter referred to as the Program) provides eligible Veteran recipients and their spouse/survivor(s) with one or more of the following types of rehabilitation services: medical, psychosocial, or vocational. In fiscal year 2012-13, the Program funded $18.4 million in benefits and services. The intent of the Program is to support the reasonable restoration of functioning in the following five major areas: mental and physical functioning; social adjustment; family relationships; financial security, employment and personal productivity; and community participation. Recipients are primarily Veterans who were recently medically-released from the CAF, or CAF Veterans who have a health problem resulting primarily from service which is creating a barrier to their re-establishment in civilian life. Veterans often present with complex co-morbid conditions which require the use of the various available medical and psychosocial rehabilitation benefits and services. The evaluation examined the relevance and performance of the Rehabilitation Services and Vocational Assistance Program and was conducted in accordance with Treasury Board (TB) requirements and TB Secretariat guidance material. The evaluation findings and conclusions are based on the analysis of multiple lines of evidence.

States initially use the Jobs for Veterans State Grants (JVSG) Budget Information Summary form when applying for the formula level of funds available for the Disabled Veterans’ Outreach Program (DVOP) specialist positions, Local Veterans’ Employment Representative (LVER) staff positions, Consolidated (DVOP/LVER) positions, Incentive Award Funds, and Management and Administrative Costs. State funding requests must summarize how the formula allocated funding and any additional funding will be budgeted by cost category and by quarter. States must update the form and include it with any modification request that affects either the planned budget or staffing levels.
