CNMI Commercial Purchases
The Commonwealth of Northern Mariana Islands (CNMI), Division of Fish and Wildlife (DFW) collects 'Trip Ticket' or purchase invoice data from vendors that buy fish directly from the fishermen. This system is similar to other trip ticket invoice systems, except that compliance is voluntary and invoices are only provided to dealers, hotel, stores, fish mobiles etc. on the island of Saipan. Participation has deteriorated in recent years as the economy has suffered and businesses have failed and struggled to stay in existence. DFW has always run the system and have efforts underway to improve compliance and actually make such commercial vendor reporting mandatory through local legislation, although this has been tried in the past and failed. Data are collected by vendors and may include a fisherman's identity and include number of pieces, weight, and price for some individual species and some species groups. Data exist back to about 1983 and are continuing, although the relative coverage of the fisheries has varied over the time series. These data are considered highly confidential.

Hawaii DAR Commercial Purchases

Hawaii law requires that fish dealers report all purchases made directly from fishers to the Hawaii Division of Aquatic Resources (DAR). The term "fish dealers" includes fish auctions, fish markets, stores, restaurants, or any business buying fish directly from fishers, and even fishers themselves if they peddle their own fish. In January 2000, DAR implemented a computerized data processing system for fish dealer data collected state-wide. From 2000 through 2019, most dealers submitted paper forms supplied by DAR while a few of the larger dealers provided data electronically. In June 2016, DAR launched a self reporting web application used by fishers who peddle their own fisher. In October 2019, DAR launched a self reporting web application for use by fish dealers buying fish directly from fishers. Currently the majority of sales are self reported.

In 1990 the local government made it mandatory for local vendors to participate in this monitoring program and it is continuing. The Department of Marine and Wildlife Resources (DMWR) issues numbered books of Fish and Shellfish Receipt forms to all wholesale buyers of fish who resell fish to the retail market, either whole or prepared. This receipt has evolved over time to include fish sales imported by local businesses from other islands such as Tonga or Western Samoa. Vendors are required to complete an invoice for each purchase and record the fisher (or boat) selling the fish, along with the species category, method used, weight, and price for the fish purchased. Invoices are submitted to DMWR staff who enter the data into the data processing system. Generally speaking the fishing activities occur fairly close to the island of Tutuila as most of the boats that sell fish locally are small. There are some local sales of longline caught fish and these catches could have been made hundreds of miles from Tutuila as the longline vessels have a greater range of operation. These data are considered highly confidential.
CNMI Shore-based Creel Survey

The Commonwealth of the Northern Mariana Islands (CNMI), Division of Fish and Wildlife (DFW) staff conducted shore-based creel surveys which have 2 major sub-surveys; one to estimate participation (fishing effort), and one to provide catch-rate (CPUE), species composition data, and size of fishes. As is the case for all of these shore-based surveys, shore-based means fishing without a powered boat and can include effort such as spearfishing. DFW made early attempts at shore-based creel surveying back in the early years, but many problems existed and there were limited resources available. It is not likely that the older data was converted from the Apple to the PC environment, but this needs to be checked. A new survey design was created and implemented in about 2005 and is continuing. It has mostly focused on the west coast lagoon side of Saipan but recently has been extended to the south and part of the west coast where some shoreline areas are accessible as well. These data are considered confidential.
CNMI Boat-based Creel Survey

The Commonwealth of the Northern Mariana Islands (CNMI) Creel surveys are operated by the Division of Fish and Wildlife (DFW) and are only on the island of Saipan. Creel surveys consist of 2 major sub-surveys, one to identify the level of fishing participation for each fishing method used in the Territory, and one to determine the catch rate, species composition, and sizes of fish (and invertebrates) for each fishing method and fishing sector. Boat-based surveys are access-point surveys and include all major and some minor ports and marinas where fishing boats launch or are berthed. Although some data may exist from versions of the surveys done back in the 1980s-1990s, due to data quality issues and lack of resources, the surveys were terminated for a number of years and the earlier data may not be very useful if it exists in computerized form. It is uncertain if the earlier data was converted to newer data systems or not. Due to limited resources, it was re-initiated for day-time only sampling in 2001 and then expanded to cover the full day in about 2005. It includes specialized participation and interview surveys as with other surveys and collects all the similar effort and catch parameters as other surveys. All fishing is done from relatively small boats and occurs relatively close to the islands. This is true for all fishing in all 4 of the island areas with the exception of the longline fisheries. Guam Boat-based Creel Survey

Similar to other boat-based survey in basic design, this system is run by the Div. of Aquatic and Wildlife Resources (DAWR) and has been in operation since about 1982 (actually before that, but not in a standard structure and we haven't rescued those earlier data) and continues as a major fisheries monitoring tool by DAWR. Creel surveys consist of 2 major sub-surveys, one to identify the level of fishing participation for each fishing method used in the Territory, and one to determine the catch rate, species composition, and sizes of fish (and invertebrates) for each fishing method and fishing sector. This covers participation counts at all ports and Creel interviewing and census counting on sample days for the 3 most used ports on Guam. All surveys and data collection on Guam are voluntary and fisher levels of compliance and buy-in to the surveys has varied over the years, especially near management events such as creation of near-shore MPAs, etc. Data collection is similar to other surveys. These data are considered confidential.
Guam Shore-based Creel Survey

Similar in basic design to other shore-based creel surveys in the region, the Guam survey has been ongoing since the early 1980s and is continuing today. Creel surveys have 2 major sub-surveys; one to estimate participation (fishing effort), and one to provide catch-rate (CPUE), species composition data, and size of fishes. One unique feature about this survey is that it has an aerial survey component which obtains near-shore, non-boat based fishing effort for areas not covered by the Creel survey routes surveyed from vehicles driving along shoreline roads collecting the participation and interview data. Aerial survey data are used to create adjustment factors to estimate the amount of fishing effort and catch made in areas too remote or not accessible by road to surveyors (e.g. too far off the main roads on remote beaches and cliffs, or on military bases). These data are considered confidential.
TTVP Retail Market Spot Check Audit Database

The data set contains information on retail market spot check audit purchases of tuna in airtight containers. Data are available from May 2001 to present with new data appended annually. Information includes the date, location, product type, store information where random spot check purchases were made throughout the United States and Puerto Rico. Information on purchased product allows the manufacturer, distributor or importer to track the tuna back to harvest and verify the dolphin-safe status of the tuna product.

The DMWR staff has also conducted shore-based creel surveys which also have 2 major sub-surveys; one to estimate participation (fishing effort), and one to provide catch-rate, species composition, and size frequency data. The amount of area covered by the surveys has varied over the years from just a central part of Tutuila to 3 separate routes on Tutuila plus sampling on the Manu'a Islands of Ofu-Olesega and Ta'u. There was a break in survey coverage for a number of years due to resource limitations, but surveys on Tutuila have been conducted again since about 2001. There has been some break in coverage over the years due to various hurricanes and a major tsunami, but generally speaking the surveys have been conducted routinely and in a fairly standardized manner. Not all areas of the islands are covered due to resource limitations. These data are considered confidential.
Guam Exploratory Survey Data

These datasets contain information on contracted fishing trips for an exploratory analysis of the feasibility of a fishery-independent bottomfish survey in Guam. Fishing occurred in 2012 and 2014 on Galvez bank using similar research-fishing practices to the exploratory fishing surveys done in the Main Hawaiian Islands. The data contain information on trip, catch, and effort. The trip specific data contains information on fisher and vessel, observer (person who entered the data), the port trip started in, start time and day and end time and day of trip, the fishing area, and species targeted. The effort data contains information on fishing set up including the number of hooks, species targeted, rigging type, bait used, drift and anchor usage, and time spent fishing; as well as environmental information including wave height, depth, current and wind speed. The catch data contains vessel identification, location, date, the species caught and their length, and whether gonads or the head were saved for reproductive and age measurments.
