Outer Continental Shelf Official Protraction Diagrams - Atlantic Region NAD 83

This data set contains Official Protraction Diagram (OPD) outlines in ESRI shapefile format. Atlantic Region OPDs are approximately 2 degrees wide by one degree high. OPDs are further subdivided into blocks that are 4800 x 4800 meters on a UTM plane (but this file does not include those blocks - only the OPD outline). Where the OPD hits the UTM zone boundary, that zone boundary will be a geodesic line - which will appear slightly curved on the UTM plane. OPDs are numbered using the United Nations International Map of the World Numbering System, and are generally named for land or hydrographic features contained within the limits of the diagram. These OPD outlines were clipped along the Submerged Lands Act Boundary (3 mile line), Continental Shelf Boundary (international boundaries), and the dividing line between the Gulf and Atlantic Regions. Atlantic NAD 83 OCS Planning Areas

This data set contains BOEM Planning Area outlines in ESRI shapefile format for the BOEM Atlantic Region. The old Atlantic Planning Area outlines were changed as of the 2007-2012 Five Year Plan. The divisions between these new Planning Areas for the North, Mid, and South Atlantic are based on the OCS Administrative Boundaries. These Planning Area boundaries follow the block grid, depending on whether the block is mostly on one side of the Administrative Boundary, or the other. The Straits of Florida Planning Area is essentially unchanged. The Submerged Lands Act (Fed/State) boundary, along with the Continental Shelf Boundary (CSB), the Limit of Protraction, and the boundary between the Gulf and Atlantic Regions were used to complete the polygons for the Planning Areas. Because GIS projection and topology functions can change or generalize coordinates, and because shapefiles can not represent true arcs, these GIS files are considered to be approximate and are NOT an OFFICIAL record for the exact block coordinates or areas. The Official Protraction Diagrams (OPDs) and Supplemental Official Block Diagrams (SOBDs) serve as the legal definition for BOEM offshore boundary coordinates and area descriptions. If any discrepancies are found between these shapefiles and the OPDs and SOBDs, it is the OPD and SOBD diagrams which take precidence. Also note that the BOEM cadastre is developed on a UTM projection, and most Planning Areas span multiple UTM ZONES. This means that area values computed from these shapefiles will not match the official BOEM areas. BOEM Outer Continental Shelf Areas Withdrawn from Leasing

Areas that are permanently or temporarily withdrawn from oil/gas/renewable/ critical mineral or sand leasing or some combination of these by various authorities. These include the Gulf of Mexico Security Act of 2006, Presidential Withdrawals under Sec. 12 of the Outer Continental Shelf Lands Act, , 43 U.S.C. §1341, or the National Marine Sanctuaries Act, 16 U.S.C. §§ 1431-1434, 33 U.S.C. 1401 et seq. Additionally, some Marine National Monuments within the area under BOEM's leasing authority include language that restrict certain types of leases. ,This is a national data collection of data resources managed by the Bureau of Ocean Energy Management (BOEM) for the Outer Continental Shelf (OCS). The data collection is designated as a National Geospatial Data Asset (NGDA) and includes: OCS BOEM Offshore Boundary Lines (Submerged Lands Act Boundary, OCSLA Limit of “8(g) Zone,” and Continental Shelf Boundary), OCS Protraction Polygons - 1st Division, OCS Gulf of Mexico NAD27 Protraction Polygons - 1st Division, OCS Block Polygons - 2nd Division, OCS Gulf of Mexico NAD27 Block Polygons - 2nd Division, Aliquot 16ths Polygons - 3rd Division, and OCS Withdrawal Areas.,All polygons are clipped to the Submerged Land Act Boundary and Continental Shelf Boundaries reflecting federal jurisdiction. The Withdrawals depict areas that are permanently or temporarily withdrawn from Outer Continental Shelf leasing or one or all the resources that BOEM manages. The NAD27 Gulf of Mexico Protractions and Blocks have a different protraction and block configuration when compared to the OCS Protraction Polygons - 1st Division and OCS Block Polygons - 2nd Division. The NAD27 Gulf of Mexico data is used for Oil and Gas leasing.,These data were created in the applicable NAD83 UTM or NAD27 UTM/SPCS Projection and re-projected to GCS WGS84 (EPSG 4326) for management in BOEM's enterprise GIS. However, the services in this collection have been published in WGS 1984 Web Mercator Auxiliary Sphere (EPSG 3857). Because GIS projection and topology functions can change or generalize coordinates, these data are NOT an OFFICIAL record for the exact boundaries. This data set contains Supplemental Official OCS Block Diagram (SOBD) images in Adobe pdf format for areas within the BOEM Atlantic Region. Each SOBD describes a single block within an Official Protraction Diagram (OPD) and shows the lines (Submerged Lands Act, Limit of '8(g) Zone', maritime boundaries and/or marine sanctuaries) which occur within that block and divide it into different areas. The SOBD contains additional coordinates and area calculations for an individual block. These data are scanned images of the official paper SOBD's produced by the BOEM. Note that not all OPDs have boundaries cutting through them, so not all OPDs will have SOBDs generated for them. All current leasing activities will be done using the most current SOBDs.
