The Privacy Act of 1974 requires agencies to publish Systems of Records Notices that describe the categories of personally identifiable information that they collect, maintain, retrieve, and use. The SORN represents the operative notice for the Department's operation of a System of Records, is published in the Federal Register and should be available publicly (via website) for the life of the system.

The U.S. Department of Health and Human Services (HHS) publishes the HHS System of Records Notices (SORNs) Metadata Inventory to provide machine-readable access to over 200 publicly available SORNs that HHS has published in the Federal Register pursuant to the Privacy Act (5 U.S.C. § 552a). These notices inform the public about records HHS maintains on individuals which HHS retrieves by personal identifier. The inventory is available via open API and downloadable Excel or CSV formats.

The Freedom of Information Record System (FIRST) supports the processing of FOIA/PA requests from the public. It is used to scan and capture electronic copies of FOIA/PA request and response documents; create and manage cases based on requests; transfer requests to other USCIS units or other government agencies; locate, review, redact, and process requested documents or records for disclosure; create standard correspondence letters to the requestors; process payments; print final action letters and redacted responsive records. FIRST users are located within the National Records Center, where requests under the FOIA/PA are processed.

It utilizes COTS databases as part of the SOA approach and architecture. A Services Registry and Repository is used to support the automation requirements for software distribution and management. The data contained is used for Web Service, Framework Component, and Legacy Utility, including technical information, such as interfaces for web services, as well as business information including application names, descriptions, owning organizations, and contact information.
