SFEC Campaign Consultant Client Authorization and Termination Statement
A. SUMMARY At the time of initial registration, a campaign consultant must submit a separate Authorization Statements for each client. If the client retains the campaign consultant's services after the date of initial registration, The Authorization Statement must be submitted before providing any campaign consulting services to the client and before receiving any economic consideration from the client in exchange for campaign consulting services. The Authorization Statement must be submitted no later than 15 days after being retained by a client to provide campaign consulting services. Once a campaign consultant's services to a client are terminated, a Termination Statement must be submitted to the Ethics Commission within 30 days. After a Termination Statement is submitted, a campaign consultant may not provide campaign consulting services to--or accept economic consideration for campaign consulting services from--the client until a new Authorization Statement has been filed. A. SUMMARY Each campaign consultant must register with the Ethics Commission by filing a registration report and one or more client authorization statements. To remain active, campaign consultants must file a re-registration report annually no later than January 1st. Each quarter, campaign consultants must file a disclosure report. A campaign consultant must comply with these reporting requirements until the campaign consultant ceases all activity as a campaign consultant and files both a client termination statement for each respective client and a statement of termination with the Ethics Commission. A statement of termination must include all information required of the disclosure report for the period since the campaign consultant's last disclosure report. A. SUMMARY This dataset contains a list of active and terminated campaign committees and non-committee campaign finance filers in the Ethics Commission's records database. B. HOW THE DATASET IS CREATED This dataset comes from an export of the Ethics Commission's filer database. C. UPDATE PROCESS Each night starting at midnight Pacific time a script runs replacing this dataset with a complete list of all filers within the Ethics Commission's filing database. This process can take a variable amount of time to complete. Viewing or downloading this dataset while the update is running may result in incomplete data, therefore it is highly recommended to view or download this data before midnight or after 8am. D. HOW TO USE THIS DATASET The "Filer Name" is the most current version of a committee name as registered with the Ethics Commission. Properties suffixed with "-nid" can be used to join the data between Filers, Filings, and Transaction datasets. The California Secretary of State issues "FPPCIds" to committees when registering. After the committee registers with the SOS, the committee can file a courtesy copy of their registration with the Ethics Commission. Until that filing is received, committees' fppcids may appear as "pending". Committees are (generally) only required to register with the Ethics Commission if they participating in local elections. SFEC Form 3209b - Notification of Recusal Filings

Any member of a City board or commission other than a member of the Board of Supervisors (See Campaign and Governmental Conduct Code Section 3.209(c)) who is required to file a statement of economic interests pursuant to Article III, Chapter 1 of the Campaign and Governmental Conduct Code must file form 3209b each time the member recuses him or herself from a matter being considered by the board or commission. Form 3209b is due within 15 calendar days after the date of the meeting at which the recusal occurred and must be accompanied by a copy of the meeting agenda containing the item that triggered the recusal.
SFEC Form 107 - Training for Candidates and Treasurers - Filings

Candidates for City elective office and their treasurer/assistant treasurer must complete a training developed by Ethics Commission staff prior to each election in which the candidate will appear on the ballot. An individual who serves as the treasurer for more than one committee is not required to complete a training if that individual has completed such a training within the previous 12 months. This dataset lists candidates and treasurers that have completed the requirement and filed the required SFEC Form 107 since February 26, 2020.

A. SUMMARY This dataset combines the names of Entities, Affiliates, and Subcontractors which are reported on Form 126f4 or 126f2. Candidates for City elective office are prohibited under certain circumstances from accepting campaign contributions from parties named on Form 126f2 or 126f4. HOW THE DATASET IS CREATED During the contracting process, department contracting officers enter information into the City's ServiceNow system of record. City elective officers or their representatives are sent approval requests at the appropriate stage, which are recorded as Filings with the Ethics Commission. After a filing is approved or completed, records of the filing will appear on this dataset. Each City agency seeking to enter into a contract that has a total anticipated or actual value of $100,000 or more must file form 126f2 with the Ethics Commission within 30 days of the submission of a proposal. Each City elective officer who approves a contract that has a total anticipated or actual value of $100,000 or more must file form 126f4 with the Ethics Commission within five business days of approval by: (a) the City elective officer, (b) any board on which the City elective officer serves, or (c) the board of any state agency on which an appointee of the City elective officer serves. C. UPDATE PROCESS The data is automatically extracted from ServiceNow on a nightly schedule. D. A. SUMMARY Section 3.217 of the Campaign and Governmental Conduct Code requires each Department Head to disclose payments that their department receives from a source that is not a federal, state, or local government and for which the department does not provide equal or greater consideration. Each department accepting gifts will disclose all gifts received during the calendar month from a source that is not a federal, state, or local government. Departments will be expected to submit one disclosure form covering all gifts received in the preceding calendar month, when applicable. This dataset provides an overview of each department filing, such as the total number of gifts and gift value, filing period, and amendments. HOW THE DATASET IS CREATED Data for this dataset is created when departments file the gifts disclosure form provided by the Ethics Commission, starting in December 2024. This form is due within 15 calendar days after the end of the month the department received the gift(s). If a department has not received any gifts in a given month, no filing is necessary. C. UPDATE PROCESS The dataset is updated via the Socrata Publisher API as needed when form filings are submitted and signed by city departments. D.
